Black Sea grain deal to proceed without Russia
According to the latest reporting from Reuters, the UN, Turkey, and Ukraine are pressing ahead to implement a Black Sea grain deal, despite Russia rescinding its participation.
Reuters reports that Russia, which first invaded Ukraine on 24 February 2022, formally withdrew from the deal on 29 October. Statements have revealed the withdrawal will be for “an indefinite term”, and Russia has made it clear that it could no longer “guarantee the safety of civilian ships” travelling under the deal.
This action from Russia has been taken in response to a recent attack on its Black Sea fleet near Sevastopol.
According to Reuters, no ships passed through the established maritime humanitarian corridor on 30 October, as the main brokers of the deal – the UN and Turkey – attempted to salvage the agreement. However, the UN has now announced that a movement plan is in place for 31 October for 16 vessels (12 outbound, 4 inbound).
Diplomatic conversations regarding the attack and the deal are ongoing.
